The Williams Foundation held a Defence pilot training seminar in Canberra on 26 May.

Attendees included ADF members, industry, Defence Department representatives and members of the RAF, USAF, RSAF and RNZAF.

The seminar examined the challenges of producing operational pilots for a "fifth generation" Defence Force.

In his introductory remarks, Foundation Chairman Errol McCormack said training was the lifeblood of defence forces and pilot training was one of the most expensive courses.

With a three to one instructor/student ratio, fighter training is at the top of the expenses pile.

"Over the next six to eight years Defence will replace key elements of the ADF's pilot training system: Air 5428 Fixed Wing Pilot training; Air 9000 Ph 7 Helicopter Aircrew Training System; and will upgrade the Lead-in-Fighter System through Air 5438 Lead-in Fighter Capability Assurance program.

"Recent delays to the foundation project for all future Aviation Capability in the ADF, AIR 5428, suggests that training is being afforded a low priority in capability development.

"This is of particular concern as the training program now cannot be delivered in time to service introduction of the F-35.

"The ADF will in effect be training fifth-generation candidates in a second and third-generation training program.

"In an ideal world, the pilot training continuum would be treated as an integrated system from candidate selection through basic and advanced training, specialist training/type conversion up to the point of qualification as combat ready.

"However, the current ADF Pilot Training System is NOT managed as a single integrated system.

"Unfortunately the sequence of aircrew training tenders and the delay in AIR 5428 does not reflect an end-to-end systems approach to delivery of a pilot training capability nor frankly an appropriate priority to training in the Defence Budget.

"Might this prove to be a lost opportunity?

"We think so; hence our seminar," McCormack said.
